1. It does not seem to relate to a specific app although I have the impression that it is more likely to hang while running Internet Explorer.

2. It happens about every second time the machine is booted.

4. I have subsequently tried booting in Safe Mode with Networking. The workstation did not hang and after two days I concluded that the problem is not present in this mode. I noticed that in Safe Mode, the display driver is the Microsoft Basic Display Adapter.

I have an NVIDIA Quadro K600 graphics card and I wondered if it might be related to the NVIDIA device driver. So, I have uninstalled the NVIDIA driver and installed the Microsoft Basic Display Adapter. The workstation has not hung since, which is nearly two weeks now.

Using the Microsoft Basic Display Adapter is not ideal but for my workflow (mostly Visual Studio, Azure, IE) it is adequate.
